What’s Changing: LB77 and LB198
Nebraska has enacted key legislative bills that affect insurance coverage and pharmacy benefit management: 

• LB77: Establishes the Ensuring Transparency in Prior Authorization Act and ensures insurance and Medicaid coverage for biomarker testing.
• LB198: Revises the Pharmacy Benefit Manager Licensure and Regulation Act, introducing updated requirements that could affect your day-to-day operations.

Groups with Amwell will transition to Telescope Health, BCBSNE’s telehealth provider, effective Jan.  1, 2026. This change brings a more connected  care experience for members — and we want to ensure you have the key details.

What’s Changing:

• Starting Jan. 1, groups currently on Amwell will transition to Telescope. 
• ASO Groups:  Telescope rate is $0.38 PEPM, reflecting the added value and expanded services available to members
• Fully Insured and Level Funded:  No changes, included! 
• Groups renewing after Jan. 1, will not see the rate increase until their next renewal.

What you need to do:
Update any company specific URLs (like intranet sites or Empyrean app links) to myNebraskaBlue.com, the preferred method for accessing telehealth services.

What’s New with Telescope:
Groups will gain access to enhanced services designed to improve care navigation, member satisfaction, and health outcomes – all accessed through single sign on via the member portal at myNebraskaBlue.com! 

• 24/7 Nurse Line: Medication questions, new baby questions, not sure where to go for the symptoms you have? Members can speak with a nurse anytime for guidance and support.
• Site-of-Care Selection Assistance: Personalized help to find the most appropriate and cost-effective care setting.
• Single Sign-On via https://mynebraskablue.com: Seamless access to virtual care, benefits, and support tools — all in one place.
• Proactive Member Support: The Telescope Care Team and BCBSNE Care Team meet monthly to ensure members needing additional services are identified and supported, and any open issues are resolved.     
• Mental Health: Expanded access to mental health providers so members can see a provider sooner and also continue to see that provider if they choose.

These enhancements are designed to deliver real, measurable value — helping members get the right care at the right time, while simplifying the experience for employers and brokers.
